This is a report by one of four working parties which I set up last year in preparation for the United Nations Conference on the Human Environment. I asked them to contribute to the briefing of the United Kingdom delegation to the Conference which it shall lead.

This and the other reports will be of the greatest value to the delegation and will fortify our ability to contribute to a successful outcome of the Conference. I am arranging for copies to be sent to all those concerned, and I hope it will be of help to the Government in developing our policies in the environmental field. They are clearly marked ‘Much imaginative and painstaking work, and I am grateful to the working parties and to all those on whose conclusions the reports are founded.
